    I usually just click and select the event, then click (or click/hold) the middle mouse button to set the edit cursor and hit the "s"plit key.

    how do i render a track in reaper with the metronome on?

    You'll have to do some funky routing: (about 8 posts down) But if you just want to change the volumes of the clicks, then you could simply right-click on the metronome icon and modify the metronome settings.
