regarding the sharpened 3rd, it hardly be used exclusively, usually coexist with the normal 3rd. in this case, IMO just see it as a picardy-third/chromatic tone, no need to bother with the scale name. otherwise, neapolitan minor is probably the answer

um..i dont think that is a real Phrygian Dominant, likely to be a picardy-third (since both raised / non-raised third can be found in the verse) oh great, one more to go, i will check that theme later. do you mean this version...
