Nebula is weak as fuck
Nebula is no more than just very highly overpriced piece of vst. No magic at all, every time I used nebula's preamps it sounded very crappy. -

Within free amp sims I prefer to use Kuassa Amplification Lite, within commercial I use Head Case. Also I working on my new free amp sim, it simulates op-amp distortions, so maybe it will sound good with cleans. -

Inexpensive guitar+active pickups. Viable?
I thought passive pickups sounds more deeply and fuller than actives ones (only this brands you listed here). So u will need to have a talk with professional pickup maker. Then post that information here, because I have same guitar specifications and same question :D -
