So, embarking upon a new studio build. We have to soundproof a ceiling and I've considered putting in a heavy membrane sandwiched between layers of rockwool. We're concerned with keeping both our noise in and potential neighbours noise out. A lot of the proper membranes seem very expensive though and our live room is 30x16 ft all in so that would cost a fortune. Are there any DIY alternatives that people can suggest? I've noticed that roofing felt seems to be mooted in some places but I've also been told that would be dangerous due to fumes that would be given off.

The only thing that is going to offer any reasonable amount of reduction in sound transmission is decoupled mass. Felt and rockwool will not stop sounds from escaping your space, especially if you're doing loud stuff like guitars or drums.

When I built my studio I used Mass Loaded Vinyl Barrier
I found it at a local boat yard for cheap http://www.soundown.com/AI.htm
But as Dave said you need a good amount of mass and work it in a way where your reducing vibration as well.
Also check into Green Glue.

+1 for the green glue you will have to install a second layer of drywall to the ceiling to sandwich the green glue in but its fairly simple. We sheeted a mate's 30x20 shed out with two layers of drywall with this stuff in between for use as a rehearsal and recording space. With a full band playing inside it sounds just like a small radio playing outside the front door... With sound though, mass is king!

As most collectors don't even listen to their records once, vinyl is definitely the way to go for soundproofing!
