arrested in Latvia
RIGA / A 23-year-old Scot who clambered atop a monument in Latvia’s capital and flashed passers-by by hoisting his kilt has been arrested, the Baltic News Service reported Monday.

The man, who was not named, had been observing Scottish tradition by eschewing underwear under his tartan man-skirt, according to police.
