How to make this evil sound?

The author of this page tells me to play "Artificial Harmonics", but the bastard doesn't tell how to play it.

artificial harmonics is the picking technique used to create 'harmonics' where harmonics normally aren't. What he's talking about is the technique. First, try picking regularly on like 5th string, 7th fret (I'm giving an example, not going by the .ra file). Then try scooting your thumb up to the very edge of the pick. Pick with it there, so that your thumb will barely touch the string right after you pick. If done correctly, you should get the same sound as if you would pick 7th fret without pressing down on the fret. did that help?
