Look for a "text to speech" program. There are a few free ones. "Talk it" is one, "Text to Speech Maker" is another. Or maybe it's shareware. Can't remember.

Start -> Control Panel -> Speech
Not very similar to Stephen Hawking, but you can record it and mess with eq, etc.
Uladyne advice is better, there are plenty of programs like this with more robotic voices.

Fruity Loops 8 has an option like that. You can type in whatever you like. You can even take it into the sequencer and have all kinds of wacky "Stephen Hawking" fun.

Actually all the FL Studio versions have it. Go download the full working demo (you can't save, but can still export) off their official site.
