No, several dozens of bills came before these two governors concerning state measures to stem the invasion, but they always vetoed such ideas.
Turns out, since Jorge W. Bush has taken every platform Democrats used to own (except for gay pride and bestiality), they are beating him to the punch by seizing this issue.
The two governors can (rightly) proclaim that the FEDERAL GOVERNMENT (i.e., Cheney and Bush) has done nothing to stop the invasion, and therefore, it is up to the Democrat governors to save honest (ha ha) union-member Americans from the unfair labour practises of the undocumented worker.
