Meh, Voxengo SPAN can measure in K-12, K-14 and K-20 too and it includes a kick ass frequency analyser as well.

i don't think voxengo span has a loudness meter, i use it all the time so it'd be a shame for me not knowing that feature , nice find! thanks for sharing

What do mean with loudness meter? It has a RMS counter down the the left side and a normal output meter on the right side, not much more you need imo. You can change it so it measures in K-12, K-14 and K-20 if you want by clicking on the DBFS-button on the bottom right side of the freq. analyser.
