Looking for a particular song

They played a short bit of the song durning VH1's top metal bands series. I have not seen it since it has first aired. I thought it was durning the pantera bit, but I am thinking I am wrong, as I have been through most of thier cd's looking for it, and I cant seem to find it.

The best way to describe it, is a heavy riff, followed by a high electric tone, with what sounds like george bush in the background saying something. I remember this song, and I know I like it, but for the life of me I cant figure out what it is!

There's simply no way anybody is going to be able to answer this question with such little information to go by....but since it has a clip of george bush in it, i'm going to take a shot in the dark and say it was Ministry.
