Odd USB drive issue...super bizarre

So a friend of mine just moved to canada from new zealand and brought all his audio gear.

After powering up his whole rig, everything works, except usb drives. USB dongles/keyboards/keyboards are all flawless, but self power drives won't power up...UNLESS the computer is turn off.

He's doubled checked all his power supplies, voltage ratings and all that shit...

Any ideas?
 
Just to clarify by self powered are you talking about bus powered as in no wall wart required? If so is he using a bus powered USB hub, many hubs can't provide enough power via the bus for certain components, and either require a self powered hub (ie. with a wall wart) which will provide up to 500mA to each port, or that the device itself be externally powered.

yeah they are bus powered. It's just kind of wierd/funny that it worked flawlessly in NZ but not here.

he's just going to buy a new power supply and a usb hub to cover his bases (hopefully).
