Is there any way to search for people who are NOT in your personal network?

you can search for names of people who aren't in your network but if they aren't then all you can do is see their name and not their profile info.

there's some place i think maybe in the place where you search for your network aka the gallery and i think its called user search. i am not sure. i only did it once.
