Its currently pissing down here in Canberra with a bit of an electrical storm to boot .
Question : Is sit still safe to surf the net under those condiations like not using the telephone,

The problem with using a telephone is taht you're holding a thing next to your head which is directly connected to the lines outside... and phone lines don't have fuses.

Your fusebox should stop most disturbances caused by lightning strikes effecting electrical equipment - but your modem could still be hit.
