Well, since the whole concept of the album is about loved ones dying and the hardships people go through when it happens, I would say it means something along the lines of that. Like how Recreation Day is about taking a day "off" from the world or reality to mourn such a death, I think the title "The Great Deceiver" reffers to Death himself, or should I say the Grim Reaper. The lyrics seem to describe a hate towards death, which is personified as an actual person, a la Death himself. The lyrics cry out to him telling him how he decieves those who lose their particular loved ones. For example, their has always been the saying that when someone dies they go "to a better place" to "rest in peace" such as heaven. But death is actually deceiving because of the pain and hardship it puts on those who lose the one who has passed. I may have gotten too deep but I am almost certain that it at least reffers to Death himself.

AHHH you, my friend, are mistaken...if my theory is correct, those noises are actually drunken band members being woken up from alchohol induced slumbers... :D

in all seriousness, id agree with symphony on this one.
 
I think it's about a man (The Great Deciever himself) who takes your soul when your dead (or still alive). But maybe i'm wrong...
