Oh but didn't you know? in this area (aka sweden, but apparently norway as well ) people do get leave from prison occasionally.
Of course, not anyone who's at all dangerous for the public, such as those involved with tax fraud and those who park their cars where they're not allowed to. But it's alright for totally harmless people, like serial killers, muderers, church burners, robbers, mental cases and rapists to freely roam the streets.

Um, you mean 21 years is worse then life?
Yes, you _might_ get pardoned in 12 years by the president,
but I think Varg would have pretty much the same chance
