Well its just about you telling me about some program with which I could change my news avatar pic size from 10kb to max 7kb, I cant do this in photoshop without a big loss of quality, but even since then it above 7000bytes. Please help me...

try with corel draw or with paint shop pro.

but it should work in photoshop, too

as I understand you, you want to save an image from 10kb to 7kb. so if you're using normal "save as" option it sux.

try to use an option "save image for Web". it always works fine for me. there you can set a JPG quallity from 0 to 100, with steps 1 by 1. try
