Okay like if the guitars and bass are tuned down 1/2 step or a whole step does that mean the drummer needs to make a similiar tuning adjustment?

You can tune drums in all manner of tones, but its simply not commonplace to change them with the melody instruments. On some occasions, a drummer may use his toms melodically, in which case they could be tuned to to the other instruments, theres also methods of tuning the upper and lower heads differently to get a falling tone, and of course snare and kick tunings will be drastically different depending on the genre.
