To draw any useful conclusions I would need data on the cost of developing and and operating the drones vs traditional manned operations as well as how the 30% collateral damage number for drones compares to that of other methods.

You know, back in the 60's it was not uncommon for kids half our age to build fully working rockets with a couple of bucks. They didn't blow up, but could be made to if a quick burning fuse inserted into the fuel reservoir was pinned to the exhaust tube. Depending on your calculations, could turn out to be a timed detonator.
