European PAL video cassette format...?

I acquired the Satyricon "Mother North" video some time ago but have not been able to play it since it is PAL format, which means it runs at a slightly slower frame rate as I am told...

I was also told that some stores, or whatever, in Europe record North American VHS movies to PAL format so they can be watched on European PAL players... I was wondering if anyone knew if some places here in North America can take a PAL video cassette and re-record it to a VHS cassette...?

Lots of VCR's play both PAL and NTSC (at least here in Europe), so the easiest way would probably be to get hold of such a VCR and watch the video on it.
