Totally free, doesn't cost a thing, no gimmicks, sound quality is decent. Loading and delivery times are kinda shitty but they can be sped up if you donate. I've used that site for over a year and haven't gotten any telemarketer calls or bullshit texts from anyone I don't know.

Just upload an MP3 and tell it what section of the song you want to be your ringtone. It'll text the tone to your phone, and you're good to go.
