They've always had many double meanings in the lyrics ... I think most people interpret them to fit what they're already thinking on some level
and to be fair ... I don't get all of the lyrics to all their songs by any means. I'm far from fluent and I think you kind of have to be to really get some of the more subtle word play
Yeah if someone really wants to, he can read anything in the lyrics of any band.
Personally what I read in the lyrics is a reference to the Nazis, or perhaps rather a general reference to people who hate / fear foreigners or foreign things and are overly protective about what's their's, be it their country or culture or women or whatever.
Since I know Rammstein are no Nazis, I think they criticize the people who the lyrics are about. After all he (Till) is the one walking around, seeking a place to live and is getting rejected by them, shouting at him. And "they" are the ones with the flags (you know.. like swastika flags) who don't want him there, and they're shouting "my country" etc.
Also like pretty much all Rammstein lyrics, it's not 100% serious of course but that should be obvious judging from the video
