I'm not sure how he's contributing to Homeland Defence by working in the Georgetown, Delaware Police Department. Georgetown is a tiny town in a tiny state and I really can't see terrorists wanting to blow it up. All he probably does all day is get cats out of trees and help old ladies across the road.

Georgetown is about 2 1/2 hours away from where I am... maybe I should go there, stir up some trouble and then ask him if he can be in my mug shot with me while giving the horns \m/

That is what I mean, it is such a waste. As Gore said, if he was actually doing something more involved (or somewhat involved) in the defence of his country, then it would be more understandable.
