Different things to consider here. I think the title and the news story are a bit misleading and one sided. Of course it's not wrong to feed homeless but the large group factor does have some significance. Yes it is a little odd they have a set limit but you have to consider that a lot of these homeless people have mental problems. For instance if you're serving all homeless people that come up to you and you run out of food they might take it personal, fight the server, other homeless people, feel unaccepted or depressed, etc. I've done a bunch of time helping and volunteering with the homeless and I can see where the law has it's points but I think it's to help the welfare and safety of both sides in this situation. If you really feel the need to serve more, then just go through the loop hole like the news said and feed several groups of 20.
