Pitch Shifting sections of a song

Hey, i've been wondering how to pitch shift sections of a whole song. like where it kinda drops down then shifts back up. I know it can be done in pro tools. But all i have is sony acid pro 7 and reaper. Can it be done in any of those programs??? if looking for an effect like this. (3:14)

That was only the guitars being shifted, you could use the GlitchVST for that.

Automate play rate in reaper. It's near the horizontal scroll bar on the edit window iirc.
