Hmmm...I'm not sure what chavs are exactly just by skimming that page,but I have somewhat of an idea. With all the mention of souped up cars, teenage girls with a couple of kids,etc. it could be where I live (Wilkes-Barre,PA,U.S.A.)

i read chav is one of the new official words in the dictionary coming from chavo which would mean child in gipsy language
they'd be a crossover of gipsy and bourgoisie/posh culture, style is originating from the poor people up to everybody in society (and well the poors took it first hand from the rich i guess)
goldon earrings for the girls, at least one burberry item, trackies for the guys are some characteristics
