someone tell me the name of this japanese movie

it's a movie like "akira" - anime - but i'm not sure about the real name...here they translated it to "terror at love city".

the history is very hard to understand but it's like this: the history takes place in a future time...some people have improved a type of metal power which appears in their foreheads like numbers...there's a guy that his metal power goes only up to 5...he is protecting a girl (suposed to be his daughter) who has the most powerful metal power able to destroy the world...

there are more details...but i think that what i wrote is enough...

if you know the real name or some link related to it, please tell me...i really enjoy it...it's very cool even knowing that i really didn't undertand it up to today...i think it's from the 80's.
