Compared to many other countries, Sweden in the past had a relatively homogeneous population. This is no longer the case, as today one inhabitant in five has a nonSwedish ethnic background.

I think it's partly because "tolerance", which in this case means never critiziing whatever happens, is the watchword for the establishment here; and also because the goverment who's largely responsible for the situation still has the power and therefore naturally wont indirectly admit their failure by actually doing something
