I can't imagine anybody actually putting that label on their CD packaging. For the promo material, yeah... and something like that could mean the difference between some reviewer saying, "ahhh, crappy production!" and "wait, they did this on purpose?"
Well Zappa and Vai and others have been known to include a suggested way to listen to the album. Such as speakers setup, levels of bass & trebble, volume, etc.
But I think people must be stupid if they listen to an album that isn't 'loud' and don't turn up the volume.
