Trapped, if you form keloid type scarring anywhere on your body, you might get one from the tattoo. Theres significant bleeding, and if a scab forms (which happened to me), it will scar. You'd have to go to a total professional, who can go only a certain depth in the skin layer. BUT, I don't think it'll work on you at all. You could try a small circle or something tiny, and see what happens. Otherwise, you're ankle would be all scarred.
But, many people totally dig scarification. People who produce keloids are the MAIN people that this looks cool on. They scar you with a pattern, or brand you, your body takes over, and develops giant raised patterns. In white people, you have to literally pick the scab, to keep it open, and make it scar. In those with dark skin (specifically black people) they easily develop scars. There scarifications are the best looking. BUt since you already make keloids, you could consider branding.
