Vocal FX Request

So not a big fan of this band but I am wondering on how to get vocals to sound like this. He is not the strongest singer but do like the fx on his voice. This is taken from the rock band tracks (just vocal). Can anyone fill me in on what plugs i can use and suggestions on how to obtain this sound on the lead vocal? (hopefully i'm allowed to put this up here?)

TIP: I suggest you train with software first or it will be a waste of money if you dont know how to use them
