PEAC EOUT, in it's correct form should read PEACE OUT!
The phrase "Peace out", I believe came from the urban cultures of America. It simply is a shortened version of a phrase along the lines of "Peace. I'm out of here", where "peace" is also used for "good-bye". It is a hip and groovey way to let the receiving party know that the speaker is leaving.
