I was under the impression Scandinavia was at the tail end of the industrial revolution

Actually it was first Britain, then Western Europe, then North America, later Japan, and then everywhere.
I guess he was referring to Europe as a whole (including Britain, which is also Europe even if they don't like it )?
But afaik the the industrialization in Scandinavian countries if you don't count Europe as a whole was indeed nearly 150 years late compared to Great Britain.
