i tried a lot of different mp3 encoders some years back, back then lame mp3 encoder really stood out as the best. don't know if the differences are still that big though... haven't bothered getting a decent mp3 encoder since my new comp.

Still LAME I'd say.
Ogg Vorbis is better for sound quality at higher compression ratio's but you still get people who don't understand what it is unless it has "mp3" tagged on the end.

Don't all encoders use the same algorithm, seeing as how they all put out an mp3 in the end? (I would assume there'd have to be a standard for encoding to ensure compatibility...)

No... no... not at all...
For lower bitrates Fraunhofer can be a bit better than LAME, and all-around it generally outperforms LAME (much as I love free shit)... but since OGG beats both and is available for any platform you could possibly pull out of your ass, if you have a chance use that.
