What is the *ultimate* option for recording real valve amps at low volumes?

Doesn't seem like there is a consistent answer then, hehe. Typical.

The Axe FX is sounding good, I was just curious whether there was something cheaper and quicker.

Everything is a trade off. You want hi octane tone at low volumes? Either you iso cab, get a low wattage amp, use an attenuator (sacrifice tone for volume) or explore direct recording of some kind. You cannot have a hot girlfriend with low wages.

I think it depends on the amp. Some sound shitty at low volumes and some don't. It also depends if by "ultimate" you mean regardless of price, what you mean by low volumes and the tolerance of those around you. Alot of high gain amps sound pretty good at low volumes nowadays, it's unlikely that the bottleneck in your chain will be there imo. But if you're a perfectionist the isocab might be a good idea.
