There is cool whistling (like once-off):

Arty whistling:
Queensryche - No Sanctuary

Annoying Whistling:
Scorpions - Winds of Change
GnR - Patience

Silly Whistling:
Helloween - Hocus Pocus
Rammstein - Engel

I'm leaning more towards the once-off scenaria with mouth. Not counting Tull-like flute and peter panflute or penny-whistle like Svartsot folk metal.
