She has found an apartment but her parents won't let her move because someone in that building has a snake as a pet.

My suggestion is solid.
1.Find out what kinda snake it is.
2.Google it
3.Show the parents the results.

I actually think ,the snake it´s not the main problem here, it´s the owner....
find out if he/she is a responsible person, maybe the owner doesnt give a feep to lock it up, then dont live there

According to Caillac the snake is locked up but there must be a law against having dangerous animals as pets without locking them up.
