Click the thing on the top left that looks like register.
The first thing it asks for is a user name. Next is password, then confirm password. Then enter a valid email address, followed by a confirm email address (type it again). Make sure you check the box under the terms of service.
then the administrator will check the registration requests before allowing the user to become "active"
