What's the best concept cd ever. I can't think of many at the moment, but of the ones I can think of, I would say Dreaming Neon Black and Scenes from a Memory.
 
the best one ever? hmm, tough call, I've got quite a fondness for concept albums, but at the moment I'll have to say:

I like DNB, and also Beethovan's Last Night by Trans Siberian Orchestra, which I know isn't really technically metal, but it's realted to Savatage.

DNB and light of day, day of darkness are the best ones mentioned so far. theres some others that i wasnt aware were concept albums. and i suspect they might not be. either way, DNB and LODDOD rule.
