COB Fanart

I have a fanart that I drew and scanned into the computer. How do I get it put up on the COB Fanart site? The only thing it lists as the adress for fan art is a Post adress, not Email or whatever, but I see digital things up there that couldn't have been printed out, sent, scanned, and put back up. Isn't there an easier way?

I sent a message to the webmaster with the fanart as an attachment, but haven't gotten a reply or anything.
