Desperate times call for desperate measures.
If the people who ran these countries spent as much time trying to educate people about drugs, and rehabilitating the victims of this scourge instead of just turning their backs and banning everything, the hopeless wouldn't have to resort to such things. I wonder what sort of rehabilitation programs the 40,000 who can't kick the habit have been on? Locked in cells to go cold-turkey? Hung by their wrists and sprayed with firehoses? Kicked and beaten?
