I hate both of them, but Michael Angelo is obviously more talented then Petrucci.
I used to be a big Dream Theater fan. But they died quick with me. They will with you to once you start realizing there are way better bands out there and you get annoyed with all the young people going OMG PETRUCCI IS THE BEST GUITAR EVER NO COMPETITION. DREAM THEATER IS THE GREATEST BAND TO EVER WALK THE PLANET, NO ONE IS AS CRAZY AS THEM THEY WRITE 23 MINUTE SONGS THAT MEANS THEY ARE THE BEST.

Portnoy is quick and his technique is purely speed and accuracy. When it comes down to actual difficult things like odd time signatures, he's pretty inept. Most of Portnoy's technique is based off of 4:4.
