Good preamp under 300$ possible ?

Hello everyone ! I would like to buy a preamp for my "recording studio " (or a bedroom with a computer XD) . My soundcard is a m audio fast track ultra ( not the rackmount version) and I feel the preamps on this soundcard are not the best for recording. For the guitars it's ok but for vocals it' s realy not sounding good. That's why I would like to buy a tube preamp but under 300$ is it possible to buy something good ? I was looking for the presonus dual channel preamp for 250$ would this be a good option ?
 
I found a artpro tps II FOR 100)$ worth it or not ?
That preamp is basically just 2 Studio V3 preamps in a 1 space rack unit.It's a starved plate tube circuit,which is just a way of claiming it's a tube circuit when in fact the tube doesn't do much.I have one of them that's been modified and still it's really only good as a direct box,don't buy it or you will regret it.
 
Stay away from inexpensive tube equipment!
In those things all the "under powered alibi tube" does is add noise.
