Dodens is right about the need for clarification. Some big names bands like Limbonic Art tend to be overlooked relative to the Norwegian superstars. But if by overlooked you mean deep underground, then that's a different story.
 
In my opinion, there are lots of bands that are NS that are overlooked. But that's usually due to a stereotype portrayed by many bands in terms of sound/lyrics. Its overlooked where I live, because I reside in Israel. I got flack from admitting so one time though, so I just keep my mouth shut.

Also the current "Orthodox Black Metal" scene. I mean, sure, the image is stupid and over the top and I can understand that. But I think there are quite a few gems in this label.
