How do you accomplish this technique?

But anyways.. The sound of a guitar like literally digitally breaking down?

Okay, I've got a part in a song that the guitars ring out, and at the end of the ring out, I want them to sound like they are getting all chopped up, and going out of tune, and sort of winding down.

when you say breakdown we presume you mean digital glitches, bit crushing, stretching etc

http://illformed.org/plugins/glitch/ - im presuming you want kind of "the matrix" sound effects like when neo is tripping out when he starts to leave the matrix for the first time (the liquid going down his throat sound) -

its stretches and stutters and bit crushing and the easiest way is using illformed's vst glitch to sequence this sound
