He's doing okay, but isn't as good as Tempesta, that's for sure. The first part of their set is with Tempesta, then, the last 6 songs are Louie. You can see at the playlist where the line is between Low and Practice, that's where they change places. You can see the playlist at the thread 'anyone going to the London show'
'ps I'd place the playlist here, but don't know how to upload it, sorry)
Louie was the weakest part of Testament's sound. Don't know if he's gotten any better, doubt it, but on the albums he "played" on, its atrocious for thrash standards
Louie did very good- especially for someone that hadn't played in 13 years and had only 2 weeks to practice. Really, really good. He would have been a kick-ass drummer now, if he hadn't stopped playing back in 1992.
Although Louie isn't the most technical drummer, he definitely has/had a very cool style. He had good snare/bass placement. Again, not terribly technical but not straight-ahead AC/DC-style either.

That's what he told me and I've no reason to not believe him. He hadn't even owned a drum set when Chuck called him to ask to perform with them. Maybe he played a few times during all those years, but definitely not regularly.
