this makes me doubly as mad because i feel like these calls take advantage of two vulnerable groups of people:
(1) old people who still have the mentality that everyone that calls you is NICE and illegal things don't happen through phone calls
(2) people who don't speak english well, or people who aren't used to the culture here, and really think they won a GREAT prize or something.
 
My sister somehow got signed up for a credit card she didn't want over the phone, because they asked her if she would allow them to send her information about their card in the mail and somehow they worded it in such a way that she technically "signed up" for the card over the phone without ever signing up for it. She never got the card or any information about it, but they called her a few months later and told her she was late paying the fee and that she would have to pay it plus like 30 bucks for a late fee if she didn't want to screw up her credit.
 
Yeah, she got out of it because my mom called the company and asked them if they thought the Better Business Bureau would approve of their practises. They finally relented and told her the number to call to get all record of it cleared, but she really had to be persistant with them.
 
1) We got signed up for long distance due to "confirming it" when they called the phone that had a modem connected nearly 24/7, no call waiting, and lacked an audible ringer.

2) My father got a recorded message about installing a satellite TV system on the phone next to his hospital bed while he was recovering from surgery.
