well, if by the "etc." you mean that anything and everything stacked up against workplace safety loses out, i think that's definitely not true--see my earlier statement about alcohol, which is dangerous in its own right. making someone wear a hard hat and disallowing people to smoke cigarettes are not equal infringements on individual rights.
