LCR Question : Using delays to pan things

So,

Regarding that thread someone started a while ago....I read all the links and thought it was very helpful as tried some of my mixing using the LCR method and it sounded more....radio rock, top 40 stuff, if you know what i mean. It gave that polished feel to the tracks. BUT, one thing that i didnt get was how to pan things using only delays. One of the links mentioned someone´s law (sorry, dont know the names) and that explained WHY using delays was better than using the faders to throw things between the L and R. But HOW ? I mean...instead of using the faders to send the toms 60L/60R how and where and how much delay should one use?
