Yes, it is. Also, Racer X wrote a song about this, called "Evil Joe" on their (excellent) Superheroes album. Apparently the guy who placed the call in response to the ad is a friend of Paul Gilbert's who can do some amazing voices and impersonations. The call is totally real and he improvised the whole thing, including the "rhymes."
