It's by Chimp Spanner but apparently it's from his bandcamp page or something and i'm not sure that it has a name.
I was going to look into it more tonight. He does have albums out, though they arn't quite as awesome as this.

Also how did you download it? Just save as source?
I found out what it is. All of the samples were made by Chimpspanner and I assume the samples available on the site are made by him, but its from a package of 'producer loops' that you can buy to use. Pretty cool, might look into gettin them.
